Moreland Industrial Land Strategy

The Moreland Industrial Land Strategy will guide the future use and development of industrial land within the City of Moreland.

The Final MILS

Council resolved to adopt a final Moreland Industrial Land Strategy 2015-2030 (MILS) on the 13 July 2016.

The final MILS and MILS Framework Plan are available to view in the Document Library to the right of this webpage.

The MILS Framework Plan shows the final MILS category for all land.

Amendment C158 submitted for approval

Council also resolved on 13 July to submit Amendment C158 to the Minister for Planning for approval. Amendment C158 will implement the MILS into the Moreland Planning Scheme by making changes to the Local Planning Policy Framework. The revised Local Planning Policies are available to view in the Document Library on the right of this webpage.

No rezoning of land will occur as part of Amendment C158. Read the Explanatory Report for all details on what Amendment C158 proposes.

Amendment C158 was submitted to the Minister for approval on the 27 July 2016. It is expected that the Minister will make a decision on the Amendment within 40 business days of it being submitted for approval (21 September 2016).

Council has made changes to the draft MILS

At the 11 November 2015 Council Meeting, Council considered a report which included a summary of the submissions received during the public exhibition period, and resolved to adopt several changes outlined in the report. What is the draft MILS?

Council has drafted a plan to guide the future use and development of industrial land in the municipality. The plan, called the Moreland Industrial Land Strategy (MILS), will mainly be implemented through changes to the Moreland Planning Scheme, as proposed by Amendment C158. The draft MILS guides Council decisions about what industrial land to retain and the land uses sought in these areas; what industrial land to allow to be rezoned for other uses and what these other uses should be. Please note that Council has resolved to make changes to the Draft Moreland Industrial Strategy. These changes are not reflected in the strategy; you can view details of the changes that Council has made in the 11 November 2015 Council Report.


How will the MILS affect me?

All industrial land is subject to the MILS recommendations, along with some land in Brunswick in the Commercial 1 Zone that was previously zoned industrial.

Land owners and tenants of industrial properties could be interested in the proposed changes. The MILS will tell you what land uses will be supported by Council in industrial areas.

Residents living close to industrial areas may be interested to know about the long-term planning for industrial land and whether redevelopment for new uses is likely.

Will my land be rezoned as part of this process?

No land is proposed to be rezoned as part of Amendment C158.

Council will develop a program to manage the future rezoning of land following the consultation stage and adoption of Amendment C158 and the Moreland Industrial Land Strategy by Council.

    October - December 2015

    Council officers will prepare a report for Council which will consider all of the submissions that have been received and make recommendations as to any changes which should be made to the draft MILS. This report will then be considered by the Councillors at a Council meeting.

  • Stage 4.2 - Planning Panel process

    February - March 2016

    Referral of written submissions to an independent planning Panel appointed by the Minister for Planning. All submitters will be invited to attend this hearing and will be given an opportunity to present if they wish.

  • Stage 4.3 - Finalisation of the MILS

    April - June 2016

    Once a report form the Panel hearing has been received, Council officers will review any recommendations and make further changes as necessary to the MILS. The MILS will then be reported to Council for adoption of the final document.

  • Stage 4.4 - Implementation of the MILS

    July 2016

    Once the MILS has been finalised and adopted by Council, it will be submitted to the Minister for Planning for approval and implementation into the Moreland Planning Scheme. The Minister will then review amendment C158 and make a decision to approve, approve with changes or refuse the amendment. If the amendment is approved or approved with changes, it will be published in the Government Gazette.
